of people leaving shelter or short-term housing moved to a permanent home

Results for homelessness programs in Sacramento County: how many people move into housing, how many come back, and what programs cost per bed. Programs of different types serve different people, so we never rank them against each other.

Countywide · HUD System Performance Measures

Every program in the county's shared data system

HUD collects these each federal fiscal year (October to September) for the Sacramento City and County Continuum of Care. They cover every program in the shared data system, whoever pays for it, so they are not the result of City or County money alone.

When a program does not record where someone went, the exit still counts in the totals above. More unknowns make housing results look lower. Rapid rehousing unknowns rose sharply.

Cost per bed-night · City programs · FY25/26

What a bed costs, on paper

budget ÷ capacity (beds × 365), not actual cost per occupied night

These use the City's FY25/26 program budget and the bed and participant counts in the same City report. They are planned costs, not actual spending. They assume every bed is open every night, because the City does not publish how many beds were used. "Per person served" counts everyone who stayed, for any length of time, and is not cost per person housed. Programs are grouped by type and listed in the City's order, not ranked.
